[Tagging] Last call for inputs on the proposed tailings pond tagging

Folks,

The proposal [1] to add the tag man_made=tailings_pond for tagging tailings
ponds has been updated following a period of community input.  Many thanks
to those that took the time to provide input.  If there is no additional
feedback I intend to move ahead to a vote in a few days.
