[Tagging] Deprecating and removing from OSM tag used as a bookmark by specific organisation

These are local to me where I used to live and I agree with removing 
them and they should have never been put in the DB.

I talked to the person when they were adding them and they never had any 
criteria that corresponded to something that should be mapped.
