[Tagging] Tag for number of flats

Actually building:units=* also looks common, but it was almost only used in
Los Angeles, California, all in 2016 with one import.

"flats=" has also been used, but was never documented and is much less
common.

I would suggest that building:units=* and flats=* should be marked as
deprecated and to be replaced by building:flats=*
