[Tagging] Feature Proposal - Voting - Happycow

Hey Dan,

The pattern for external refs has gone toward ref:[iso2country]:abbrev
(like 'ref:GB:uprn'). I believe that Happycow is international, so maybe
'ref:happycow'?

In hindsight, ref:GB:fhrs would have been better than fhrs:id....but that's
for another day.
