[Tagging] Deprecating notes key - mostly imported duplicate of note key

Certainly not a case for a bot.
Human required to see if
a) the content is still relevant and is meaningful
b) which alternative tag it fits (note, description, name, fixme)

Thus a case for validators, and preferably the edit should be done
in context of other improvements.
