it may be difficult to distinguish dormant from disused or abandoned
functions.
Another question is how to tag civilian bunkers. The short definition of
military=bunker says it is for "A building reinforced to withstand attack"
(includes civilian bunkers but excludes e.g. excavated bunkers in mountains
or similar? For example wikipedia has a definition that looks at the
purpose: "A *bunker* is a defensive military fortification designed to
protect people and valued materials from falling bombs or other attacks.",
which seems a better way),
In the "summary" of our definition, civilian bunkers are explicitly
included: "The tag applies to any kind of military installation built to
withstand an attack. The bunkers in defensive lines could be equipped with
weapons and might have underground connections with each other. It is used
as well for reinforced command posts and warehouses, as well for bunkers
for civilians." since 2015.
https://wiki.openstreetmap.org/wiki/Tag:military%3Dbunker (the civilian
bunkers were excluded until 2015:
https://wiki.openstreetmap.org/w/index.php?title=Tag%3Amilitary%3Dbunker&type=revision&diff=1182017&oldid=911308
)
"modern" (post war) Civilian bunkers can for example be found in some
German cities, here is a subway which has a bunker included:
https://welt.unter.koeln/1-Atombunker.html
Here's gate of this bunker in osm:

As far as I can see, the bunker itself is not mapped.
Shall we include clvilian bunkers in "military"? Some might also be built
for different purposes (e.g. to protect from a volcanoe)?
Cheers,
Martin
