At first, yes. After a while, you can't be sure if the mapping still
reflects the actual situation. So all in all it's not reliable and data
users tend to want to be sure, I think. I do use other sources, but never
import routes. You simply can't safely convert a gpx or a shapefile to a
proper OSM route. Manually filling a route relation with ways according to
a displayed gpx or other source is possible, and often you need to confirm
that this is actually the route. But, in that situation, you don't have the
relation yet, so no marker list. You might encounter markers on the map
during the creation of the route relation, but then you don't know that the
marker is for the route you are creating, unless there is another way to
associate the marker to the route.
In practice, if you need proof, you'll use recent viewers, recent mapillary
images, recent reports, and if that's not clear, you will need to do the
survey, in which case the goal is to make the route correct. Recent markers
entered by other mappers may help, but chances are they just entered the
marker, but not the route association(s). Plus, I know that markers are
easily placed, but not so easily removed when the routes change....
Well. I still hope someone can show me how this is actually used.
