That is, are the pedestrian lanes separated from these parallel
sidewalks: <https://www.openstreetmap.org/way/963513064> and
<https://www.openstreetmap.org/way/229799328>? If not—if these outer
lanes are those sidewalks—I’d use highway=cycleway and delete tags like
cycleway=lane or {bicycle,foot}=designated.

I think <https://wiki.openstreetmap.org/wiki/Tag:highway%3Dpedestrian>
may fit here, it is already used nearby:
<https://www.openstreetmap.org/relation/3080001>. Alternatively,
consider
<https://wiki.openstreetmap.org/wiki/Tag:highway%3Dpath#Usage_as_a_universal_tag>.
