Because it is causing problems. You either get bad lane tagging or
impossible to mechanically validate. A bad scheme is a bad scheme,
regardless of how heavily it's used, and really should be fixed. This
same foot dragging is what's kept road relations tagged on ways in
addition to relations since the concept of relations was introduced
over a whole decade ago.
Sometimes you just gotta make the hard change and rip the band aid off.
