[Tagging] The use of highway=busway at bus stations

My understanding is that highway=busway is for roadways of high importance
to bus passengers, so it seems like that would be proper for roadways
inside bus stations. A roadway leading to a bus garage, for example, should
probably remain highway=service + access=no + bus=designated.
