[Tagging] Adding food=yes / food=no on amenity=pub - is it useful for all pubs?

If you are planning anything that would push people towards adding
food=* you will have to give them clear instructions on how to determine
the correct value for the tag.
If they have a fridge with pre-packaged sandwiches, is that already
food=yes? Or do they have to give you a plate to earn that? Or does it
need to be hot food - in that case, is heating up the sandwich in a
microwave sufficient, or is a proper kitchen required... going through
this definition exercise will likely lead to a rulebook that will
conflict with local customs and local use of the term "food". "Do they
have food in this pub?" - "Sure, I eat there twice a week" - "It's just
because OSM says food=no" - "Yeah, apparently a sandwich is not good
enough for OSM", or vice versa.
