[Tagging] Feature Proposal - RFC - Key:harvesting

Here in the US, most railways and many major highways have posted signs
about trespassing / pedestrian access, which would preclude any
foraging-specific access. I'm interested mainly in cases where the general
access and the harvesting/foraging access may differ. For nature reserves
and managed forests, such tagging would hopefully be based on posted
restrictions like signs. If it isn't clear and verifiable to someone
visiting in person, I'd hesitate before adding a tag.
