Hi Martin,

I forgot the most important point in my last answer (despite it remains
valid): surveillance isn't an utility.

However, we could definitely find sone situations where the same operator
operates two different networks in the list.
Let's imagine a power/telco operator who rolls out both power and telco in
the same time.
IMHO poles will be utility=power as power cables are way heavier than fibre
or metallic lines for telecommunications.

I bet street lights will be heavier than surveillance cameras so
utility=street_lighting would be the right value in your hospital.

I'll make the proposal more precise about utility decision:
- Who operates the pole?
- If this operator operates several utilities on the same pole, what is the
heavier one on the pole?
