I would nod that oneway=yes on route elements (as you say "individual ways") is correct (when it IS correct).  I'm much less familiar with whether this is a tag on route relations, though it might be, we might taginfo query to snapshot it.  I'm not doing that, I'm merely talking about it (both tagging oneway=yes on a relation and taginfo?= querying).
