[Tagging] Feature Proposal - RFC - shrubbery

Based on discussion, I want to discuss an extension to the proposal. It can be read here: https://wiki.openstreetmap.org/wiki/Proposed_features/shrubbery

All hedges are also shrubbery. It should therefore also be possible to indicate that an area of shrubbery has a barrier function. I propose to use the tag barrier=hedge for that. The advantage is that this could also solve the issue that barrier=hedge + area=yes is not rendered anymore on carto as a solid fill. Because natural=shrubbery should by definition only be used on areas it can be used perfectly with barrier=hedge because alone, barrier=hedge renders as a line.

This system can work because of a few things:

1) A relatively easy transition from area=yes to natural=shrubbery on current areas with barrier=hedge
2) On Carto, it is a fix for rendering solid hedges again like area=yes used to do. Together with natural=shrubbery, barrier=hedge could render as it used it. Alone, natural=shrubbery could potentially render the same as natural=scrub or even a new render style.
3) Both natural=shrubbery and barrier=hedge keep their own definition but combined mean something more and enhance each other.
