[Tagging] Proposal - Library of things and Tool library

Hi everyone,

I'm quite new here, and I would love to get some thoughts and discuss a 
draft proposal that I tried to write about "Library of Things" and "Tool 
Library". I'm a bit stuck for a couple of weeks, I don't know if my idea 
makes really sense, where I can find some people interested to discuss 
it or even what should be the next step!
