[Tagging] Mapping nonexistent paths

informal=yes is for existent paths (indication of usage) that are not
planned or built but have come into existence through usage.

I believe come people are using virtual=yes or something similar.
Sometimes, highway=footway plus footway=crossing can be used (in crossing
situations).
