more and more, you will not see the concensus of the mappers but the
concensus of the presets: if the presets of iD and josm have the same
tags, then the database contains the same tags. if their presets have
different tags, then the database contains different tags.
the power you describe for a group of 30 is in the hands of a group of
less than 10 people, and when they don't agree, it's a disaster (cfr
the crossing=zebra mess that destroyed thousands of accurate information
because *one* guy wrote a bad preset)
