[Tagging] Low Emission Zones

Sometimes you would also want to render a specific zone. For example in
Italy there can be many different "ZTL" (zone of limited traffic) with
their own name, rules and hours and perimeters, for example in Rome there
are 7: https://romamobilita.it/it/servizi/ztl
example https://romamobilita.it/it/servizi/ztl/ztl-san-lorenzo
Just adding the restrictions to every individual way would require
repeating the name of the zone on every way and then calculate a polygon.
If you do both, draw the zone (with appropriate tagging) and add the
restrictions to the ways or the access nodes, the polygon is also helpful
for verifying these object level tags.
