[Tagging] Access tags applying to higway=construction and ones that will apply to completed way

I think this is what most people, and certainly data consumers like
Magic Earth and Osmand, interpret it as.  Definitely simplifies
editing once it's open.  If it's open during construction, then
construction=minor and the appropriate access tags for what can
currently pass should be in place instead.
