Since we use the same tag for jails and prisons (amenity=prison) for "A
prison or jail where people are incarcerated", some of which are prison
camps (e.g.
https://en.wikipedia.org/wiki/List_of_United_States_federal_prisons#Federal_prison_camps),
I don't see a problem with using amenity=prison for these camps.

Perhaps add prison=internment_camp to specify what time of amenity=prison
it is?

This is already a key prison_camp=* which seems to mostly be used for
historical, abandoned concentration camps, see
https://taginfo.openstreetmap.org/keys/prison_camp#overview
