in a prison, the inmates have been charged and convicted, being imprisoned is the punishment, and it is clear when they will be released or can ask for reconsideration. Quite differently in an internment camp, no charges are typically brought up, and the time is usually indefinite. Prisons are institutions within the legal system, internment camps are often illegal or anticonstitutional.
