This is not the case.

There are prisons where people who have been charged and are awaiting
trial are held "on remand". [1]

There have also been, in relatively recent times, certain classes of
prisoners who are detained without trial, on government authority [2]

There are also people held in what we could call "netraion camps", who
have been tried and convicted, albeit often unfairly.
