I also think that amenity=prison is likely a good idea

- border between them can be extremely fuzzy and political and there is huge variety here[0]
- I would not consider "people in prison are held there for legitimate reason"
  as part of definition, and it seems that amenity=prison would not imply anything strong
- amenity=prison is supported already in many places

I would use some extra tagging to convey this extra info, prison=internment_camp
seem a good idea.

[0] it varies from blatantly fake accusations, extreme delay before trial starts,
people held due to fictional psychological issues, claims of national security,
people accused of breaking unjust/oppressive laws, various "it is totally not
a prison" varieties, reedecuation centers etc etc

Distinguishing that in top level tag seems to be a recipe for having far too many tags
and answering very tricky classification issues (that cannot be fully avoided,
but having such classification in top level tag would make things worse)
