In my opinion, name=* would be an acceptable place for the map's title, 
even if it isn't a fancy, unique title. Few information boards would be 
known by a name that isn't also its title. It certainly can happen, just 
as there's a work named the Gutenberg Bible that isn't titled "The 
Gutenberg Bible", but it would be rather pedantic to require this 
distinction in tags even where it doesn't exist on the ground.

If the map isn't even _titled_ after the park but only depicts it, 
another option is subject=*. That approach is already documented for 
playground maps, which rarely have names or visible titles. [1]
