[Tagging] internment camps, prisons, refugee sites etc.

As many people have advocated amenity=prison, shall we change the
definition to allow for tagging of internment camps with the tag?
Currently, amenity=prison is defined as: "A building or other facility to
which people are legally committed as punishment for a crime or while
awaiting trial." and "A prison or jail where people are incarcerated before
trial or after conviction".
