[Tagging] internment camps, prisons, refugee sites etc.

A couple of years ago I documented Direct Provision
<https://wiki.openstreetmap.org/wiki/Ireland/Direct_Provision>
facilities in Ireland which range through static caravans to re-purposed
hotels. I noticed these because a friend is a member of the Sanctuary
Runners
<https://www.irishrefugeecouncil.ie/News/sanctuary-runners-partnership#:~:text=The%20Sanctuary%20Runners%2C%20a%20movement%20established%20in%20January,grow%20the%20initiative%20across%20Ireland%20and%20the%20world.>.

It's also worth remembering that refugee facilities take many form (we
currently have a fair number of Afghan refugees in hotels in the UK).

When I was growing up I had quite a number of friends whose fathers had
first lived in refugee camps after WW2, some of them continued
<https://www.polishresettlementcampsintheuk.co.uk/> for quite a number
of years. Again somewhat different.

So I agree with stevea, don't redefine prison, explore the actual
diversity of things which these terms represent. In general I find the
social_facility:* scheme often offers enough nuance to capture salient
points even if it fails to provide an overriding single category (which
I think might be hard and not really representative).
