This is a pickle, because in established tagging "warehouse" is only a
value for the "building" tag. Building inside building is a no-go --
it's considered a tagging error.
When I can justify it, I've tagged these situations (two tenants sharing
a single warehouse) as two office=company nodes inside the perimeter of
single building way. For small companies, often the warehouse *is* the
office. It's not always appropriate though.
There's a smattering of amenity=warehouse tags which could go on a node,
but nobody will be expecting them and they won't render. This is
probably the most "correct" solution though.
Also, in theory, the value of the building tag should describe the type
of building, not the current use of the building. So amenity=warehouse
would probably be a good tag even when the warehouse does indeed occupy
an entire building. And for a repurposed building, a combo like
building=warehouse + amenity=place_of_worship would be possible.
