No, it simply makes bad data appear more legitimate because it will have
been recently edited, and because it will now pass more validation checks.
I would suggest simply removing water=salt in those cases where the object
has not been edited since the import, and where the object is not known to
be a salt body of water or waterway.  One could also add
water=lake/pond/etc. as appropriate.

Although we can't assume that this list is exhaustive[0], there are
probably very few inland bodies of water in the US that are salty.
