[Tagging] Feature Proposal - RFC - value 'basic_network' for keys 'network:type', 'lcn' and 'lwn'

Sorry, I gave the wrong impression. A mega-cycleway-collection was their
first idea.
Now, I think, they want to create a large number of smaller route
relations. I do not yet fully understand what is to achieved by this. I
also do not quite see where such a route begins and ends, and how this
relates to the indications on the guideposts.
