I'm at least mildly surprised that cycle_network [1] hasn't been yet mentioned in this thread.

The "keystone" understanding / take-away from this key (tag) is the final sentence of its Rationale section:

"Ideally, all route relations in a single cycleway network should be tagged with the same cycle_network=* value."

Values are both internationally-flavored, regionally / by-country able to distinguish a network either within a country, region or even continent (EuroVelo could be so tagged, even though it hasn't yet).  On the other hand, all national bicycle routes in the USA are so tagged (with cycle_network=US:US, as opposed to other "national level" bicycle routes in the USA which are NOT part of this network — there are four, maybe a fifth or sixth emerge, there is present discussion proposed — are instead tagged cycle_network=US).

Please take a look at this key, its values, how it has grown over the last decade or so, and how it might be exactly what you are looking for.  Again, that "keystone concept" is what makes this work as it does.
