[Tagging] Feature Proposal - RFC - value 'basic_network' for keys 'network:type', 'lcn' and 'lwn'

A hiking_network tag could be useful, though in Nederland the operator tag
pretty much serves the same purpose, but I'm not sure this covers the OP's
ideas. No, I lied. I'm pretty sure it doesn't!
