[Tagging] Toll gantries?

iD has an Open Toll Gantry preset, corresponding to highway=toll_gantry, 
that's only valid on a node on a way. [1] It sounds like you first 
mapped it as a standalone node, which would be invalid. You should drag 
it to the highway=* way so iD will add it to the way. I opened [2] to 
suggest making the wording clearer.
