[Tagging] is the wiki descriptive or prescriptive?

I think imported data always needs to be verifiable. There is some room in
whether, when, and how it is actually verified. Some sources can be trusted
so you can verify later and piecemeal. Other sources should be verified up
front and completely. Some data can be verified by other sources or
imagery; other data absolutely needs on-the-ground survey.
