It is case where my memory is worst of what I mentioned.

But from what I remember the problem was about classifying ephemeral waterway,
with water about once a decade as continuously flowing.

And associated problem with supposedly permanently existing wetlands, 
where even describing them as ephemeral was dubious at best.
