i understand you but the tag 'network:type' is not new but established.
So far it has been used on 105,305 relations
<https://taginfo.openstreetmap.org/keys/network:type#values>.

The alternative would be to introduce a completely new key. I would be
fine, but I suspect that will not find a majority.
