Sarah proposed one method to do this:  "the network" with infrastructure tagging, like highway=* tags, + destination relations for the guideposts.  It works, it renders (she wrote the overlay renderer that proves this) and importantly, it is understandable by everybody and easily modeled in OSM with existing data structures that logically map to real world objects.

My 1) and 2) from the previous post are essentially this, and I also add 3) because cycle_network=* tagging does a great job of disambiguating routes from one another (by uniting all the routes belonging to a single network together with a single tag value).  Heck, you could coin a value for cycle_network of "Deutschland_basic_network" and I and the whole OSM world would understand what you mean by that.

I continue to NOT understand what you are talking about with your proposal.
