[Tagging] Feature Proposal - RFC - value 'basic_network' - cycle_network?

I see that a huge amount has been written about this porposal, but I regret that I will not be reading it all.  That is not just laziness on my part, but because most of it seems to be about proposing a range of solutions, which I cannot assess, or contribute to, because I still have NO IDEA what the problem is that we are trying to solve.
I am glad to read that @Volker Schmidt "Now understand[s] what this proposal is about:...", but less happy that he considers it to be "...mapping a reality that is crazy". 
If sombody could explain in a few words what the issue is about, I would be happy to try to engage, but until then, please count me out and expect me to vote "No", if asked.  I suspect that I am not alone in holding this position....

BTW, I am half-German, but identify as British/English.  So I am trying to understand the German view of the proposal (but I am failing completely...)

My apologies, but this is my spontanous reaction to that photo.
Now I understand what this proposal is about: mapping a reality that is crazy. I surrender.But please don't try to export this approach to other countries.
