In this example, if the two operators are both "local", then clearly the 
ncn/rcn/lcn hierarchy is too limited. For route relations and network 
relations, cycle_network=* can make finer-grained distinctions, but that 
key is rarely used on ways. A similar lack of specificity in hgv=* led 
to the widespread tagging of hgv:national_network=* for truck routes in 
the U.S., although it didn't lead to relations, since truck routes 
happen to be less abstract than actual routes.

Are there any "blind crossings" of two routes from the same network, 
e.g. NRW and NRW? That would be a stronger argument in favor of route 
relations, as opposed to more detailed keys on ways or some other kind 
of relation.

I think the suggestion was that the ways be tagged lcn=yes. 20% of 
lcn=yes ways are tagged highway=residential, so it's no problem that 
these routes follow non-dedicated infrastructure.
