How are commuters prevented from using part of a "loop route" to get to 
the office?
How are "tourists" prevented from using linear, non looping routes?
Barcelona is advertised as a tourist destination. It doesn't prevent 
business commuters going there for meetings.

As stated by others, it's the decision of the rider that defines why 
they're using it..
