nodes" and that there is never a need to have a place node when there is
a relation. That's not correct.
Let's look at Sheffield in England as an example -
https://www.openstreetmap.org/relation/106956 and
https://www.openstreetmap.org/node/266155142 . The first of these is an
"admin_level=8" administrative boundary. It doesn't have a "place" tag
because it's not really a "place" in OSM terms. The second is a
"place=city" node, which is in the relation with role admin_centre (it's
also in the relation with role"label" but as discussed, pretty much
everything ignores the "label" role).
It wouldn't make sense to make the relation have a place=city tag
because somewhere like here:
https://www.openstreetmap.org/relation/106956#map=15/53.4797/-1.7842
isn't in any sense "part of the city of Sheffield". Likewise, anyone
wanting to go to "the centre of Sheffield" would be disappointed if they
were taken to roughly the centre of the relation,

. I'm sure it's a lovely part of the world but it's a long way from
Sheffield City Hall and the Crucible.
