[Tagging] Feature Proposal - RFC - Avalanche Transceiver

Not familiar with topic, but looks like a good idea.

Though note that it would also redefine
https://wiki.openstreetmap.org/wiki/Key%3Acheckpoint
for a broader use.

Maybe avalanche_transceiver=checkpoint or
amenity=avalanche_transceiver_checkpoint or
something else would be better?

PS I made some changes to
https://wiki.openstreetmap.org/wiki/Proposed_features/Avalanche-transceiver#Proposal
- added photo, linked tags, fixes typos. Feel free to revert and change back if 
you are unhappy with any of this edits to your proposal.

Do you maybe have photo of such training area?
If yes - would be possible to upload it on open license to Wikimedia Commons
or OSM Wiki?
