[Tagging] Turn operates every second cycle

Hello,

Apologies if this has already been raised and settled elsewhere, I 
couldn't find it documented!

Question about how to tag an intersection in which turn signals may 
operate every second light cycle, such as the intersection here: 
https://osm.org/go/uG4HKYc~4--. At that intersection, northbound traffic 
turning right onto Park St in peak periods may have to wait at the 
traffic lights for two complete cycles before they will be permitted to 
turn.

Mapping the timing of traffic signals strikes me as a Sisyphean and 
unverifiable task of question utility. This traffic control mechanism, 
however, will affect travel times in a quantifiable way. Ideally, a 
routing engine should be able to apply extra weighting to manoeuvre 
during those times, to reflect the fact that the turn will, on average, 
take longer to complete.

How should this be mapped?

My initial thoughts were that it would be best suited as a type of 
restriction; it would allow leverage of the existing 'conditional' 
scheme and be relatively easy to understand for taggers. Perhaps 
restriction=every_2nd_x_turn or even restriction= partialcycle_x_turn 
with partialcycle=2?

Would really love to hear your thoughts.
