We have what I guess is similar in that red flags show that the beach is
closed as too dangerous, green means it's safe & yellow = caution required
(although it's many years since I've seen green flags posted, as caution is
always required).
Do you have other flags (ours are red & yellow) to show where the safe
swimming area is? eg
