both seem weird

hospital:part=yes?
But that would cover also for example power substation, gas storage etc
So it would be nicer to have something specifically for wards/departments.

Is amenity=hospital_ward maybe better?

There is some minimal use of healthcare=emergency_ward (33 worldwide)
for part of hospital dedicated for walk-in emergency (used in Poland,
this thread is side effect of discussing tagging for such feature)
