highway=pedestrian isn’t necessarily a pedestrian area, it is a street exclusively or mainly for pedestrians. Not every way inside a pedestrian area should be mapped as highway=pedestrian, if the way is narrow it will still be a footway.

Regarding the situation at hand, IMHO a pedestrian area representation is justifiable, although it could also be represented differently (sidewalk tag on road or footway=sidewalk for example). I wouldn’t represent it as a linear pedestrian highway though, as it is just a sidewalk and not a way on its own.
