In my experience 'names' that appear on signs, including map boards, are
usually the names of other things. In the case of a map board, it is
usually the name of the park, the trail head, or perhaps a trail. In those
cases the park, trailhead, or trail should be tagged with the 'name' that
appears on the map board. Sometimes map boards will have a "property tag"
that the land manager uses to manage the property. This number could be put
in the ref tag, although I am not sure it is that important. If the 'name'
really applies specifically to the map, perhaps use title=* or
title:map=*?, the latter because the title probably applies specifically to
the map and not the entire board, which may contain other information, such
as park regulations.
