While the states usually define the minimum level (often depending on
the type of business), the single business/organisation may be more
strict by setting "house rules" - so it makes sense to go down to the
single business.

+1 because OSM has already difficulties to catch up with changes that
happen within several months (e.g. opening hours) - and covid rules
change every few weeks.

Moreover, not only the values change but also the tags - to be useful,
they must be able to cover all major rules:
* Are mask required and if yes which type (community, FFP1/2/3,  KN95,...)?
* Is registration required and if yes, in advance or on show-up, and in
which kind (paper, one of the many apps, with additional paperwork)?
* vaccination required and if yes which kind (e.g. 1st AstraZeneca and
2nd Biontech is not accepted by all)?
* As alternative to vaccination, is recovery from Covid illness OK and
if yes, what's the maximum recovery time?
* As alternative to vaccination, are tests ok and if yes, which kind of
tests (Antigen, Molecular (PCR, RT-LAMP, TMA,...), antibody) and how old
may it be and does it have to be by an officially approved lab or just
under some control (e.g. teacher in school) or is no control required?
* Do rules depend on where one was during the last 5,7,10,14,15 days? Or
on primary address?
* Do rules depend on the motivation/purpose, e.g. hotel accomodation for
business than for leisure purpose?
* probably some more aspects
