the part that this thread is about will usually get amenity=parking
and the name. If you’re eager to map more detail, you could map the capacity, add service roads and park aisles, and even more detail could be individual parking lots where you could map that some are reserved for abc car rentals.
There is already tagging for this kind of place, although it doesn’t relate it to the car return. Not sure we actually need it, but if I wanted to tag this, I would use a new tag and not amenity=car_rental
