[Tagging] [RFC] boundary=border_zone

This may be slightly off-topic, but for the purpose of mapping border zones
it would be nice if JOSM had a buffer tool, similar to the one in ArcGIS:

Unfortunately I don't have the skills to code this, so for now I'm just
bringing this up as a curiosity.
